A preschool teacher and middle school teacher who worked in Chesterfield Public Schools have been arrested by Colonial Heights police.

Richard Franklin Troshak III was arrested Friday at his place of work, the Chester Early Childhood Learning Academy.

Shaun Jason Adams had previously been taken into custody in July. He taught at Elizabeth Davis Middle School. They have been charged with manufacturing child porn and indecent liberties with a child.

"This news is deeply disturbing and strikes at the heart of our responsibility to protect children," Chesterfield Superintendent John Murray said in an email to parents.

Murray said the preschool's principal has been placed on leave.

"I have directed our CCPS Human Resources Department to interview every employee at the CECLA, and to share this information directly with law enforcement," he wrote. "Because all school staff members are legally required to report suspected child abuse within 24 hours, this will be a focus of the investigation."

Chesterfield Chief of Police Frank Carpenter said his group has opened an investigation, and urges anyone with information to contact his department immediately.

Both men are being held without bond at Riverside Regional Jail.
