Richmond finance director Sheila White resigns

Sheila White, who oversaw Richmond's Department of Finance for the last four years, submitted her resignation on Thursday. Her last day will be July 25.

White was appointed by former Mayor Levar Stoney, who said at the time that White was "the right (person) at the right time to continue the successful management and upward trajectory of our city.”

However, her department has been in the middle of a number of controversies in recent months.

Real estate tax refund checks were sent incorrectly, and then tax bills went out to mortgage holders instead of lenders.

Issues previously included the meals tax snafu that left some local restaurants with thousands of dollars in bills they believed were improper.

White lobbied for her job in a presentation to City Council just before last year's election.

At a Sept. 3 City Council committee meeting, she presented a chart showing high levels of churn over the last 15 years among top administrative and finance officials. She called it “a picture of chaos.”

“The question for the city of Richmond is: We’ve gone more than a decade without stability in the administration,” White said. “Is more change really the answer?”

The resignation comes on the same week as the arrival of new Chief Administrative Officer Odie Donald.

The city put out a statement on Thursday night thanking White for her service.

“We extend our deepest gratitude to Sheila for her service, mentorship, and tireless pursuit of excellence," it said, in part. "During her tenure, her unwavering dedication and exemplary leadership shaped the financial stability of our city. Through countless budget cycles, challenging fiscal climates, and ambitious projects, her integrity and vision have guided us toward responsible stewardship and sustainable growth."
