Richmond asking for development proposals for Intermediate Terminal site

The Richmond Economic Development Authority has issued a request for proposals for the Intermediate Terminal Building site.

The request calls for an experienced development team to participate in the "adaptive reuse/redevelopment/rehabilitation" of the building, which dates back to 1938. It has most recently been used to store voting machines between elections.

Initially the site was supposed to house a portion of Stone Brewing's operations in Richmond, but a 2018 study led the brewer to believe the building could not be renovated, and the group's bistro was ultimately constructed nearby.

Another study, commissioned in 2020, said the building is structurally sound and could handle redevelopment.

Monday's request noted the potential for flooding on the site.

"Though beautiful, this location is not without challenges including substantial elevation changes and FEMA-designated floodrisks," the EDA wrote in the proposal.

Submissions from developers are due by August 28, at which point the EDA will deliberate on the building's future.
