More than 200 individuals gathered on two of the city's busiest intersections, shutting down traffic while cars did burnouts in front of the spectators.

Police released three names of individuals who were charged stemming from the "car club" gathering at Arthur Ashe Boulevard and Broad Street.

One other individual was charged related to a similar gathering at Forest Hill Avenue and Westover Hills Boulevard.

All four are from outside the Richmond area.
