The Richmond City Council decided to part ways with its chief of staff Monday after she served 18 months in the job, according to multiple City Hall sources.

The details were apparently being finalized Monday evening, but Chief of Staff LaTesha Holmes is expected to leave the position she’s held since Jan. 2023\. 

The council chief of staff oversees the governing body’s day-to-day operations.

The City Council did not offer a public explanation for the move, but a source said it came after another council staffer filed a complaint about the work environment Holmes had created. That complaint led the council to order an outside review, the source said.

That review appeared to be the basis for a nearly two-hour closed meeting the council held Monday afternoon for the stated purpose of getting legal advice on a personnel issue.

As the meeting ended, Council President Kristen Nye (4th District) said she could not discuss the topic further.

“It’s a personnel matter,” she said. "And we don’t discuss personnel matters.”

Before coming to Richmond, Holmes worked as a special projects manager for the city of Raleigh’s Department of Equity and Inclusion.
